On 1 January 1904, a complaint was made by Mr. Murray at Hongkong regarding Le May, a crew member of the ship "On the Ranch". The marine magistrate sentenced Le May to imprisonment not exceeding 10 days and ordered him to forfeit his pay.
The Governor wrote to the Board of Trade (B.o.T.) after having seen a copy of Murray's statements (fara 3 of 41138/04).
The Acting Chief Superintendent of Police approved this view, stating that Murray's account of the incident was entirely inconsistent with his previous account. The majority of the evidence before the marine magistrate supported Murray's new statement, but his account for bearing the shift was not clear.
Reference was made to the interview with Sir Alfred Lyttelton, the past history of felony perpetrated by Le May, and the casting of blame by Le May on others. The statements of Le May, as well as those of others such as Checo and Canast, were considered. The Chief Superintendent during the inquiry on the ship found Le May's explanation to be unsatisfactory.
